I think that the reason for the additional resistor is because the DP has a different (much lower) current rating than the rest of the nixie. I think that on IN-14's, the current is normally 2.5ma, but for the DP it is like 0.3ma. I think that it would be pretty tricky to get the DP to appear similar brightness to the rest of the nixie, I'd probably use some multi-turn potentiometers to dial it in. I've never fiddled with turning them on either, I always use Mike's trick of using them as a primer in multiplexed designs.
