The plasma exists between the two ends of the power supply, so you need
to get the other end of the power supply to the other end of the tube,
or it won't do anything useful.
This is done with plasma spheres by putting one end of the power supply
at the center of the sphere and the other end is "ground", the outside
of the sphere. But a long thin tube requires the volts to go from one
end to the other end.
A wire comes to mind.
