Almost looks as if it wasn't completed during assembly and that the bulb
needs to in the socket and cemented maby the machine did not fully insert
the bulb when it was manufactured?

That base has 10 pins visible on the side of the circle facing the camera,
so it's more like 20 pins total than 14.
The tube only has 9 segments, but each segment has some fiddly bits on it.
Maybe each segment is terminated to the socket at both ends.
