RCA supplied a few of their more obscure photomultiplier tubes in a
similar format. Presumably, having a temporary base attached would
simplify acceptance testing by the user.  I have a type 2067 PMT that
was shipped this way. After testing, you would cut the temporary base
off, install the tube into your equipment, then insulate it, most
commonly by potting the entire assembly in a plastic resin.

The tube on eBay doesn't look like a PMT, though. The base appears to
be the "Bidecal" 20 pin, also used on the first color CRTs, including
the 15GP22.
