I just got some pcbs back from fab that use the in12 footprint from 
the Russian Nixie library. The actual hole layout is pretty good. The hole 
size, however, is big enough to mount the pin from the Nixie inside the pcb 
hole. I suppose the intent is that you would solder the pin directly to the 
pcb. Do not do this! You will probably crack the glass envelope of the tube. 
I used some mounting pins that I found on ebay.

Yes, I am pretty sure that you can use the same pins that you would use for 
an IN-18. I would find them on ebay, however, the mill-max pins were pretty 
pricey when I looked at them.
