If we are talking the same russian-nixies.lbr, I used the IN12 device
as a starting point then went through a verification process similar
to what Nick suggests, and the board turned out fine.

I also used the IN-18 from that lbr, and did all the checks, but I
still got burned; It is not correct; It is rotated clockwise by 6
degrees or so. Difficult to catch.  Now I have a board w/a bunch of
IN18's all aiming slightly to the right. Do over !

Regarding soldering tubes directly to boards. For the smaller, cheap,
abundant tube models, I do it all the time. For the expensive, large,
or rare ones I use sockets;
