Nick, I had similar numbers being broken and for segment defects combined. I tossed all of the broken envelope tubes, and kept many of the defects stacked in large boxes. The majority of the intact tubes with defects have one segment that won't light. Often they're the same segment; possibly indicating there might be a stress point in shipping or rough handling over the years.
