I used to use MEK but you can't get that in California anymore so now I use anhydrous isopropyl and an ultrasonic cleaner for liquid flux and dont clean some of the hand solder. Have been switching over to a hot air reflow oven for the SMT which uses a no clean LF318 paste.
The simple rule is all water soluble flux must be cleaned and all liquid fluxes should be cleaned. Flux from no-clean wire solder does not need to be cleaned because the.flux has gotten got enough to incapacitate the active part of the flux.
