The other thing is that the customs folks are supposed to keep drugs and Pornography in check and so the Government would pay them even if the duty was Nil.The USA if famous for having a lot of customs inspectors so perhaps your incoming shipments were checked but they did not figure the revenue would cover the cost of collecting the fees.
