Could you test "All on/All off" which does not need any data or clock? See 3rd page of the datasheet. This should always work, otherwhise the chip might be defective.
If you want, i can provide an arduino code that should work with this chip. I use the hv5122 and 52222 which operate quite the same. You would only have to take care with the POL pin.
