I used 1mm brass rod for supports. This worked perfectly as it was the same 
diameter as the pins for the PCB . I made the supports and solder them to 
the PCB with enough sticking through to become the new pins for the neon 
bulbs. I put black heat shrink on before soldering and pre-tinned the top 
of the supports so I could solder the bulbs on. It worked pretty slick!
