Is it a home-built testing unit or something that Telefunke/IEE designed?

I had a look at some photos Robert sent me and found that the circuit board 
consists of two (2) Fairchild 9112(59) "High Voltage Hex Inverter", one 
Fairchild 9301(59) "MSI 1 of 10 Decoder" and the SN7475N "4-BIT BISTABLE 
LATCHES" and some resistors and possibly a 5.1V Zener to supply the SN7475N 
and Fairchild 9301 with 5V as the two 9112 uses somewhere between 12-20V to 
interface to the NIMO.
