It appears your not getting power to any of the meters (on my consoles
there is a dim red led in the middle that should be lit up) so maybe
Ike was correct and one of those green caps has died and shorted out,
which means it probably killed the 36 volt rail in your power supply
and may have taken the transformer with it. Did you smell anything
getting cooked?
If you know how to use a volt meter you could unplug the supply from
the console and power it up and check to see if you are getting the 36
volts from the supply. Make sure you understand the documentation for
your power supply it will tell you which pins the 36 volts are on. If
this is confusing to you seek help from some on who knows more.
I have two consoles very similare to yours if it would help I could
talk through some of this with you over the phone.

The 8 wires running across the back of the LED meters are the
ribbon cable for that supplies power and bussing (common signals
to all meters, GND, Pk/VU buss, power supply voltages etc). If you
can see that, you should be able to see the ceramic caps, if
present, they are usually just above or below the 8 pin connector
on the meter card (someone more familiar with the older meter
cards could chime in here, I'm more familiar with 22 and 40
segment cards from the Elite /Elan).
Cory, the power supply puts out multiple voltages, so it is
possible that just the 36 volt meter output is not working. The
surge protector does not affect this.
The Monitor select switches decide what signal goes to the VU
meters. The Pk / VU switch selects the response of the LED meters
(ie. whether they are showing Peak or Average levels).
What part of the world are you located in? Maybe there is
someone nearby that can help you with this.
