Is this with a fresh copy of Net::Nessus? Where did you obtain your copy?
I obtained it from CPAN via "perl -MCPAN -e shell" as well as manual download. I had the same exact error when I tried to build Net::Nessus on SuSE Enterprise Linux 8 SP3.
