I am not that familiar with the perl debugger. After very briefly glancing at the man page for perldebug, I used the command string you mentioned and then used the 'n' command in the debugger, I don't know if this is the correct thing to do, although I would love to learn.

The messages you get suggest each package in the module has already been
loaded, as if the file was somehow duplicated. Have you looked at the
source and/or tried to run t/base.t under the debugger (ie, "perl -d -w
-Iblib/lib -Iblib/arch t/base.t" from the source subdirectory)?
