An option would be if SNMPCONFPATH is defined, to only use that path PLUS the persistent path. Is there ever a time when one would NOT want to use the files in the persistent folder? My understanding is that the persist folder is used by snmpd internally, except for the createUser token.
That'd probably make more sense than the current behaviour, but we'd need to carefully think of all combinations of config tokens (e.g. persistentDir), command-line options (-C -c) and environment variables (SNMPCONFPATH, SNMP_PERSISTENT_FILE) in order to keep it consistent. After all, improving the current startup behaviour is considered a laudable effort.
