Interesting. Probably a good thing to have an API for.

1) aren't all new routine supposed to be prefixed with netsnmp_?

2) might be a good idea to update mteTriggerTable to use these new methods as a
proof of concept/example.

3) Does it only work via the callback transport?

4) what does it do if used in a sub-agent?
