Did you have any trouble building perl? I've tried 5.2.1 on 10.3.9, and I get
errors trying to manify pods...
$cd perl; make NOECHO=
[...]
/usr/bin/perl "-MExtUtils::Command::MM" -e pod2man "--" --section=3
--perm_rw=644\ default_store.pm ../blib/man3/NetSNMP::default_store.3pm
Manifying ../blib/man3/NetSNMP::default_store.3pm
Can't open ../blib/man3/NetSNMP::default_store.3pm for writing: No such file or
directory at /System/Library/Perl/5.8.1/ExtUtils/Command/MM.pm line 126
make[1]: *** [manifypods] Error 255
make: *** [subdirs] Error 2
Have you build/used perl on OSX successfully in the past, for older releases of
OS X?

You are lost in a twisty maze of little standards, all different.
