Did you have any trouble building perl? I've tried 5.2.1 on 10.3.9, and I get
errors trying to manify pods...

none whatsoever ...

$cd perl; make NOECHO=

Have you build/used perl on OSX successfully in the past, for older releases
of OS X?

yes, for ages ... on Tiger, Panther, Jaguar, etc ... using it for all sorts of dependencies, apps, jada jada

bottom line from him:

   Known problem.  A fix is in the pipeline.
   it's NOT a Mac problem.
   It has nothing to do with perl either.

now the question is, are "you folks" talking to "them folks"?
