Yes - that sounds a good idea to me.
And your proposed structure seems fine.
(I've got my own local copies organised using SNMP/SNMPv[123] and
 SMI/SMIv[12], but flattening this out a bit is probably no bad thing).

I'd vote for putting these under 'docs' - there's too much at the top
level already.  I wouldn't want to see this cluttered up any more.
