Since 5.4 is approaching, we finally need to come up with a decision on this.
Any further comments?

I'm still on the fence, giving others the chance to convince me either way. But
if we went for "leave room", I'd stick with a realistic "leave room for 1
incompatible change" (i.e. 5.4 would be 12, 5.5 would be 14 etc.) rather than 
10.
