Unfortunately, the version checks in 5.4.pre1 when configured
--with-perl-modules (which is the default if possible) break the build:

ERROR:
Net-SNMP installed version: 5.4.0.1 => 5.04001
Perl Module Version:        5.04

The workaround is to set the NETSNMP_DONT_CHECK_VERSION env variable
before building.

I propose to:

1) Stop translating 5.x.preX/5.x.rcX version numbers into 5.x.0.X in the
first place, because it's the Wrong Thing To Do for any reasonable
version arithmetics, IMHO.

2) Push a fixed 5.4.pre2 rather soon.

3) Emphasize item 9 ("testing with the source tarball") in
dist/RELEASE-INSTRUCTIONS a bit more. Then, still, given the laudable
last-minute efforts that have been put into pre1, the Release Manager
has my full understanding.
