Probably, but I think it'll work either way.  Actually by leaving the
flags on it makes sure that configure will try and build it and thus
you'll get an error if it fails (as opposed to the feature drop).  An
error in this is probably better since any system that's using RPM
should likely be problematic if it couldn't do perl.

fine line.  I'd say yes, but the packager may have to tweak things
later anyway...
