I'd be inclined to say no (if only marginally), and leave this to the packager.
RFVs and voting are primarily important for stuff that affects the basic
build - i.e. code, and the configure/makefile framework.
Spec files feel broadly similar to mib2c config and documentation.
Failed changes to those are unlikely to prove as disasterous as changes
to the main code.
That's always been my yardstick - if I screw this up, how much damage
will it do?
