You're the release master - it's your call.

I opted for the approach that I did, because it could only ever affect
MinGW systems.   Inserting the proper tests into configure might
conceivably impact other build environments (if they didn't detect
the two API calls, for whatever reason).
   Given that we're in late RC mode (and I wasn't sure how quickly
you wanted to get rc3 out of the door), I went for the quick-n-dirty-n-safe
fix.

But if you prefer to fix this properly, I'm certainly not going to complain.

As I said - it's your call.
