win32/Configure

And given that changes to include/net-snmp/net-snmp-config.h too often
haven't been mirrored to win32/include/net-snmp-config.h{,.in} even if
they should have been, I think we desperately need to document our build
system for ourselves (and other interested people). Let alone improving it.
