Thank you for give me the guidance. 
Another question, I write trapsink 172.18.100.148 public 162 in snmpd.conf, 
after I run snmpd and send the trap, I can get the trap in 172.18.100.148. 
Then, I modify the snmpNotifyType from 1(trap) to 2(inform), and send the trap 
again, but I still receive the trap but not the inform in 172.18.100.148.
I wondered should I do anything to let the configuration take effective after I 
change snmpNotifyType?

Yes - it's possible.
The MIB tables you would need to set up are

    SNMP-TARGET-MIB::snmpTargetAddrTable
    SNMP-TARGET-MIB::snmpTargetParamsTable
    SNMP-NOTIFICATION-MIB::snmpNotifyTable

Try setting up the target via the snmpd.conf file, and then walk
these three tables to see (and understand) the contents.
