I am not sure about RHEL 2.1 and older, but my RHEL3 box works fine with 
net-snmp-5.5.rc1:

60:testing UDP Transport...ok
61:testing TCP Transport...ok
62:testing UDP6 Transport...ok
63:testing TCP6 Transport...ok
64:testing Unix Transport...ok

Of course, you must have configured IPv6 on your machine (modprobe ipv6 
should be enough, check whether loopback has ipv6 address).

Or has it been ever working with older net-snmp releases?
