Based on the conversation, I agree...  We should be checking for the
existence of a IPv6 loopback on the interface list before assuming it's
ok to run the test.

I've been thinking the same thing for years.  But in the end I've
changed my mind because almost no one tests the other transports on a
regular basis.  The new tests don't prevent you from doing the above,
but should let us know more quickly when a basic transport type fails
and it is designed to test them all when possible.
