I'll try asking our IT dept if they can 'allow' it, I know I can't do it
myself.
But what would firewall and anti-virus do to prevent a DLL from loading
or being loadable?  ;-\

Now I just had another brainwave...  To simplify things, I had selected
the default build.bat option of 'static' linking... perhaps that's the
problem.
...
So I just rebuilt using the 'dynamic' linking option.
No go, still the same problem and symptoms.

My next/last attempt will be to install Win 2008 into a VM
without corporate involvement, and rebuild/test on that platform.
I'll keep you posted.
