Line 4 of "configure" (in 5.1.2) tells:

Also, "INSTALL" tells:

  The file `configure.in' is used to create `configure' by a
  program called `autoconf'.

Some of your complaints are inherent to *any* autoconf-generated
configure script and thus should rather be directed to the GNU
autoconf team (http://www.gnu.org/software/autoconf/).

OTOH, some of your other complaints indeed are due to the way
configure.in is written by the Net-SNMP team. However, it's of
course up to the developers to decide whether they share your
comments and, even if so, whether/when they find time to change
code. You're free to submit patches to speed up this process.
