I assume you mean snmpd.conf

I'm surprised the new user is still there on restart. I would expect that the
existing conf would overwrite the file on shutdown, nuking the user you added.

Well, I'd have to imagine that there are good reasons that it hasn't been done
til now. If the reason is simply that nobody's done it til now, the patch would
very likely be accepted. If there are other, more complex issues, then the
patch would have to address them.
