As per the RFC 3414 , sec 1.5.1 - Authoritative SNMP Engine,
For the InformRequest PDU which is Confirmed Class PDU, the authoritative
engine is Manager and non-authoritative engine is Agent.
So does a discovery process applies while sending the InformRequest PDU
from Agent to the V3 Manager.
