Do you have an "iquerySecName" or "agentSecName" entry?
Does this user have suitable access?
Does this user actually exist?

Please note the sentence immediately following:
In both these latter cases, the snmpd.conf must also contain a
iquerySecName directive,
together with a corresponding createUser entry and suitable
access control configuration.
