So why were you telling snmptrapd to look in /tmp ?
If your snmptrapd.conf file is under /etc/snmp
then try running
snmptrapd -f -Le
If that complains about "no access control"
(and *only* if it complains)
then try
snmptrapd -c /etc/snmp/snmptrapd.conf -f -Le
instead
Run those command(s) - and please report back what it says.
