I don't think that the expressions you identify are dogmatic. It could be argued that they have their origin in managerial jargon (they certainly aren't artworld jargon), but I think that they are just examples of contemporary public written English. I think that the impact of the Olympics on people's lives is an important concrete, specific, local example of the kind of current events that need criticising and that art can usefully criticise (being all about aesthetics eclipsing ethics).
