I understand your point; in fact, I'm often having a similiar
"problem" when toying around with web page code.

I could do a normal RELOAD (reload by checking whether the page was
updated) and a SHIFT-RELOAD which would refetch the data no matter
what. This should catch the "I don't want the images to refresh"-issue.
