This sounds like more sucky Freeserve behaviour. It's normally quite
possible to resume a connection after a reboot. When I was using the
C&W 50p-all-day offer I would occasionally reboot leaving the modem
online. Clicking on Connnect in either Genesis or "the-other-one"
would simply pick up the connection is a second or so.

There should be no checking needed, as far as the server is
concerned you never went away, you just stopped sending data for a
minute or two.
