What it could be is the processor doesn't have to spend so long doing
ever more complex dithering in an attempt to get the colour depth
down.  A screen-sized graphic takes 3 or 4 seconds to display after
download (or offline) on my '060, so I imagine an 030 may be taking
substantial time decoding the image instead of downloading it.  When I
had my 030 I seemed to remeber using a 64-colour screen as a
compromise between dodgy colour remapping and speed of scrolling.  I
currently use 256-colour, but lots of patches like fblit, CMQ and
what-not in an effort to speed up the scrolling. (Yeah,
controversial. :) )

The chip-ram bandwidth thing is only going to affect scrolling speed,
menu display etc.  By this token its best to avoid DBLPAL etc type
modes if you want maximum speed.

BTW, are you using the internal serial port, or a fast alternative? 
The internal port is very cpu-hungry.
