One biggie, it is not available until spring. 

There will probably something from BT or ISPs about tying up lines or
modems, otherwise we all might be pouting at webcams all day.

Interesting subtext. 

Freeserve and  other ISPs offer telephone service or could be in a position
to do so. Surfers would be likly to be heavy users, bright and wooable with
good offers. This tactic lets BT keep hold of their usage.
