ISPs will either have to make a heavy investment in bandwidth and phone
lines, or restrict either online time or bandwidth used.

Why would surfers be likely to be heavy users of voice telephone? One
common reason for getting online is to use email for communication with
far away family and friends.

The BT Surftime package also includes an option for use with
pay-as-you-go ISPs like Freeserve, which is likely to appeal to light
users.
