Don't think it's a bug actually.  I thought the idea was left-click
to download and act on the file, i.e. unpack it, listen to it etc. 
Shift & left-click to download to your specified download directory
without acting on it, or right-click save as to change the file name,
choose a new dest. etc.

That's how it works here anyway.
