It sounds to me as if what you are asking for is a kind of league table, where
you set the number of sites you wish to have in the table, and each time you
visit a site it is given a marker, so that after a set period of time or a
manual flush from the menu, any site beyond this setting; that is out of the
bottom of the table, is removed. That way the size of the cache is not fixed to
an amount of space and only those sites most often visited are kept. As for them
going out of date, I'm sure the browser could tell you when the page was
originally loaded.
