What modem are you using?
I had this problem on my SupraExpress 56e and was VERY pissed off about
it when trying to connect to an ISP that was frequently engaged. I don't
know why it's there, whether BABT insist on it for some stupid reason or
whether it's the modem manufacturers being weird or what, but anyway what
it is is a "dialling lock" in the modem which won't let you redial more
than 15 times.
There is usually a command to get round it. On the Supra Express 56e PRO
it's AT%TCB - if you issue this once each time you switch the modem on
then it will disable the lock i.e. the BLACKLISTED thing won't ever bother
you again for as long as the modem's on (it might be cleared by a modem
reset command, not sure). For any other modems, go to:

On here they have the codes to disable the dialling lock for loads of
modems. It's all in German but its not hard to find what you want.
Whoever invented/insisted on this stupid "feature" should be shot.
