I was just going to bed, when Andy S wrote this and I just HAD to read it:

Ah, I didn't realise it was engaged. Although probably yes anyway.
There is a new ISP (whose name escapes me) which checks the phone
you're dialling from before answering. If you don't have mail it won't
repsond and you save 5p. I expect this is similar.
