You probably have Offline Browsing selected: go to the Settings menu
and untick it.

The version of WebVision on the NetConnect CD is corrupted: you should
download it from Aminet (if you already did that, then I don't now,
even because I don't use it very much...).

It works here; what are you using to print (TurboPrint, OS 3.5 printer
support, OS 3.1,...)?

BTW you could also check to have all the latest MUI libs on your
system.
