I read it that Tony wants to keep the data (variable stuff) separate
from the programs (constant stuff).

That depends on the backup medium you use. If space is restricted,
keeping data that needs to be backed up frequently separate from that
which needs to be backed up occasionally is a good strategy. There's
also the fact that only the data partition will be written to regularly,
so a drive invalidation caused by a crash during a disk write is likely
to leave your programs still working.
