Yes, a little knowledge is a dangerous thing. Many young adults in India today have been brought up in an obsessively sarkari system, where someone else is 'responsible' for every little thing around, such as the computers meant for classroom use. Having been denied 'hands-on' use of computers in childhood, is it any wonder that many young adults feel terrified of touching the darned things, even more so when the 'system' demands that the teacher be responsible (not so in reality: but the teacher is made to feel accountable) for their functioning? That fear is being communicated to the next generation now. Similarly, the ethos of Indian 'CR' (not that of the CR movement) demands that the users will be super-accountable for all the equipment they use, including the software. It's a lot easier to shuck that particular responsibility onto the shoulders of some software giant, than to take a little trouble to learn how to use it oneself. That's human nature. Rather than deny it, it behooves those who put themselves in charge of the system to amend the system itself. Well, we are still waiting for that cold day in hell, when the government babus (egged on by cold economic interests) get their fingers out of the hole in the dyke, holding back the dammed-up floods of communication that stagnate in our decaying heartland.
