Think your suggestions are very good ... FOSSCOMM members can put in
energies and create these templates for sending out to different public
authorities - it will help a lot. To start with, we can create these
templates and put it on the FOSSCOMM site.
Currently such letters/templates are in two webpages -
http://fosscomm.in/IfYouSee and http://fosscomm.in/CategoryLetters, can
i request the web masters if they can organize all template letters into
one page, with suitable categories within Proactive and Reactive classes.
I also agree with Vikrams points - we need to work on proactive and
reactive ways to push FOSS agenda forward

Yes, this is something we need to do on a regular basis. Can we draft
1) a letter to all universities in India pointing out the need to
include only generic terms for software and the problems with naming
specific, especially proprietary, applications in their curricula;
2) a letter to all ministries to mandate FOSS for e-governance and other
applications, especially with security implications;
3) an appeal to all governments to use only free/open formats for
documents they create and documents they accept;
4) another appeal to provide software they develop under a free licence?
Sending separate letters for these purposes and sending one letter
including all these, I think, each has its advantages. Perhaps, sending
letters at regular intervals may have a greater impact.
