On a related note, I had the opportunity to meet with some directors of AIR in Mumbai 3 years ago. The reason I was called was their need for a fat wireless link between churchgate, worli and Gorai. In the course of the discussion it turned out that they had hughe quantities of priceless content strewn all over the place. They do not have the funds to preserve or the equipment to digitise. To me a FLOSS eco system seemed to fit the bill perfectly and i had accordingly explained the ecosystem. It was quite obvious to all that this was the direction to follow. But... It turns out that the IB ministry takes all the macro decisions on budget, software & hardware procurement, content creation and management etc. The AIR directors are mere implementers of decision already taken and any dissent is viewed dimly by the Mandarins in ND. The NICs maybe similarly hobbled. Letter writing serves a very limited purpose 1) of providing inputs to issues already up for discussion (eg. standards). 2) of providing a trail IF at a future date an organisation takes up audit 3) of providing numbers when it is in the public interest In the case of tenders, letter writing is most unlikely to serve any purpose other than an ego massage.
